ALEXANDRIA, VA, Feb. 25, 2015 -- The Water Environment Research Foundation (WERF) announced that it has officially elected three new members to its board of directors. The new members are Doug Owen of ARCADIS, Raj Bhattarai of Austin Water Utility and Rick Warner of Washoe County Department of Water Resources.
Doug Owen, P.E., BCEE, ENV SP, is executive vice president with ARCADIS and chief technical officer for the Water Division. WERF will benefit from his comprehensive background in water planning, design and sustainability. Owen has led applied research projects on advanced technologies, consulted with utilities on treatment and facility planning, and has provided technical and facilitation support to the Environmental Protection Agency and American Water Works Association on a range of policy issues since 1990. He received his Bachelor's in Civil Engineering from Purdue University and his Master's in Environmental Sciences and Engineering from the University of North Carolina at Chapel Hill.
Raj Bhattarai, P.E., BCEE, is the division manager of Austin Water Utility, where he has worked for over 30 years. His extensive knowledge of the water quality industry from a utility perspective is a great asset to the WERF board. In addition to his involvement with regional and national water organizations, Bhattarai is currently chair of the WERF Research Council and has provided oversight and recommendations across the organization's entire research portfolio for four years. He has a Bachelor's of Science in Civil Engineering from the Indian Institute of Technology in Kanpur, India, and a Master's of Science in Environmental Health Engineering from the University of Texas at Austin.
Rick Warner, P.E., is a senior engineer for the Washoe County Department of Water Resources. In that role, he is responsible for the overall planning, design and construction for regional drinking water, wastewater and recycled water projects. Warner is also active on projects relating to strategic planning and utility consolidation initiatives. He previously served as a water treatment design course lecturer at the University of Nevada Civil Engineering Department. Warner is currently vice president of the Water Environment Federation's board of trustees. He received a Bachelor's of Science and a Master's of Science in Civil Engineering from the University of Nevada.
