ORLANDO, FL, May 21, 2007 -- Mincom, a global software solutions provider to asset-intensive industries, announced today that the East Bay Municipal Utility District (EBMUD) has selected Mincom Customer Watch to replace its legacy billing and customer information system (CIS). This multi-million-dollar deal follows on from Mincom's recent acquisition of the customer information and billing systems business of U.S. utility solutions developer Conversant, including its Customer Watch CIS solution.

EBMUD is a publicly owned utility that serves a population of 1.3 million in Alameda and Contra Costa counties on the eastern side of the San Francisco Bay. The District supplies water to 29 communities in the East Bay, including Oakland, Berkeley, Richmond, and Walnut Creek, and provides wastewater treatment services to eight of the cities in its service area. By implementing Mincom Customer Watch, EBMUD will have the latest technology and real-time access to customer and asset information to improve customer service and to better manage its billing and service operations.

Stan Royal, Vice-President of Utility Solutions at Mincom, said, "We are pleased to welcome East Bay Municipal Utility District to our growing family of utility customers. Working together, EBMUD and Mincom's professional services team will implement a comprehensive solution to manage customer care and billing functions, and in so doing, will provide a highly scalable solution to serve the large municipal market segment. The solution is competitively priced when compared with industry averages and will require less to maintain over the life of the system than that of competitor solutions."

"It will also allow EBMUD to leverage its existing investment in systems that are external to CIS and streamline business processes to achieve new efficiencies," he added.

Rick Rogers, President of Mincom North America, added, "With the recent acquisition of the Customer Watch CIS solution, together with its specialized utility billing solutions, today's announcement is gratifying and solidifies Mincom's commitment to the industry."

EBMUD and Mincom will work as a joint development and implementation group to launch the application. Mincom will also play an important role in the comprehensive training of EBMUD's technical team, enabling them to modify and maintain the system as business needs evolve.

Mincom offers a comprehensive set of products with best of breed capabilities designed to address the enterprise-wide business requirements of utilities and energy service providers worldwide.
